Q: Can you stack a monitor on top instead of the side ?

You can configure it to lower one side enough that you can elevate another side. Be careful though, adjusting the tension on them can be a bit tricky and it took me a while to get the sweet spot, too tight and it just springs upwards, effectively hitting your top monitor, too loose and the monitors just drop.

Q: Do the Arms move independently, so you can use them independently for different users, heights and levels? Ie be back to back diff heights?

No, the height of the arms can not be adjusted independently.
